Ten-year-old Rachel Poss is waiting with gifts in hand for her new neighbors moving into an affordable housing development (Village Homes). The gift baskets — laundry baskets, actually — have been stuffed with items such as lamps and phones, quilts and cleaning products — the sort of things you need when you set up a new household.
